The H16 is an ECE-standardized bulb rated at 19W with a PGJ19-3 base. It is the front fog light bulb for the Toyota Highlander across the 2014-2019 model years, making it the most consistently used fog light bulb in the Highlander's specification history.
The 12278 is a Philips part number designation rather than an industry-wide standard. It carries a PG18.5d-3 base and is rated at 26W, placing it between the low-wattage H16 and the higher-wattage H11 in output. It applies to the 2011-2013 model years.
The H11 is an ECE-standardized bulb with a PGJ19-2 base, rated at 55W, and holds approval in the United States as well. Despite sharing the same voltage and wattage as the 9006 and H3, its base type is not interchangeable with either of those bulbs.
